Meet Minnesota’s 60+ Newly Licensed Cannabis Operators

Minnesota’s adult-use cannabis market is officially taking shape. At the end of the summer, the state’s Office of Cannabis Management (OCM) began approving its first round of licenses—a historic milestone in launching a regulated market projected to generate billions in economic activity over the next decade.

“It’s great to see Minnesota’s legal cannabis market finally taking off,” said Adam Hutchinson, Founder of CannaSpyglass. “We’ve been following the rollout closely and gathering data on the first licensed operators. We’re excited to help businesses connect and grow in this new market.”

A Milestone Moment for Minnesota Cannabis

Minnesota legalized adult-use cannabis in 2023, but progress toward a fully regulated market has accelerated rapidly in 2025. The first state-licensed dispensaries officially began selling cannabis in September, signaling the official start of Minnesota’s regulated market.

While the launch of state-licensed retailers represents a major step forward, Minnesota’s cannabis commerce isn’t entirely new—several tribal dispensaries have been operating successfully for over a year, paving the way for broader market readiness and setting early standards for retail operations.

Who’s Operating in Minnesota’s Emerging Cannabis Market

Minnesota’s regulated cannabis industry is taking shape—and its first round of licensed operators is already moving from preapproval to full licensure. As of October 2025, a small number of businesses have completed final inspections and begun full operations, while hundreds of others are progressing through the final stages of approval.

The licensee pool includes participants from both the fall 2024 preapproval process and the general licensing cycle that closed on March 16, 2025. Collectively, these early movers represent the foundation of Minnesota’s adult-use cannabis market.

Minnesota’s adult-use framework is rooted in social equity and community reinvestment, with a majority of early applicants representing individuals from communities disproportionately impacted by prohibition, as well as women- and minority-owned businesses. Through its Division of Social Equity, the OCM promotes fair access, reduced fees, and business development support to help these entrepreneurs succeed—transforming legalization into a pathway for justice, reinvestment, and inclusive economic growth across the state.
